You make a good point, about how blogging can seem a bit daunting in a project context.  However, project managers already gather and publish a lot of information through project status reports, risk logs, project plans, etc.  

A blog can start off as another route to get this information out.  As the project manager and the team become more familiar with the system, they will start to collaborate naturally.  Though a little bit of encouragement doesn't hurt!
